WHEREAS, Upholding the ultimate authority of the Bible, Southern Baptists have been a confessional people throughout our history, adopting statements of faith as a witness to our doctrinal convictions and as a pledge of our faithfulness to the truths revealed in Holy Scripture; and

WHEREAS, “Our confessions of faith are rooted in historical precedent, as the church in every age has been called upon to define and defend its beliefs. Each generation of Christians bears the responsibility of guarding the treasury of truth that has been entrusted to us [2 Timothy 1:14];”[1] and

WHEREAS, The Baptist Faith and Message (2000) provides a confessional framework for Baptist churches, associations, state conventions, and entities, and has grounded the consensus of Southern Baptists’ faith and practice for 25 years to the glory of God; and

WHEREAS, From our confessional beginnings, Baptists have identified ourselves with the historic Christian tradition, especially on the doctrines concerning Christ and the Trinity as exemplified, for example, by the Nicene Creed, which was adopted 1,700 years ago this year; and

WHEREAS, Future generations of Southern Baptists will look back upon us for encouragement and direction, so as to “pay attention all the more to what we have heard, so that we will not drift away” (Hebrews 2:1); and to “contend for the faith that was delivered to the saints once for all” (Jude 3); and

WHEREAS, A church that ceases to affirm, teach, and model sound doctrine will inevitably drift away from the truth and be carried about by every wind of worldly doctrine that blows through the church (Ephesians 4:14, Titus 1:9); and

WHEREAS, The joyful embrace and faithful teaching of doctrine and a readiness to obey all that Christ commands are essential to fulfilling the Great Commission (Matthew 28:19-20); now, therefore, be it

RESOLVED, That the messengers to the Southern Baptist Convention meeting in Dallas, Texas, June 10-11, 2025, celebrate the 100th anniversary of the original Baptist Faith and Message (1925) and the 25th anniversary of the Baptist Faith and Message (2000), our current statement of faith; and be it further

RESOLVED, The Southern Baptist Convention affirms the Baptist Faith and Message (2000) as a faithful summary of biblical doctrine in the Baptist tradition and commends this confession as consistent with the broader stream of historic Christian orthodoxy as articulated in the early creeds of the church; and be it further

RESOLVED, That we give thanks to the Lord for His kind providence upon Southern Baptists and the Southern Baptist Convention, moving our forebears to adopt and hold fast to a confessional standard for a century. After 25 years of fidelity to the Baptist Faith and Message (2000), we honor the drafters of each statement of faith for summarizing and clarifying the beliefs of Southern Baptists (1925, 1963, and 2000); and be it finally RESOLVED, We steadfastly affirm, promote, and unite around the Baptist Faith and Message (2000), as a sufficient statement of our doctrinal identity and as the grounds of our cooperation for the sake of theological clarity and biblical unity.

WHEREAS, Scripture communicates that every human being is created in the image of God and has inherent value and dignity as determined by our Creator (Genesis 1:26-27, 2:7, 9:6); and

WHEREAS, Scripture tells us that there is one mediator between God and man, and that mediator is not the civil government but Christ Jesus (1 Timothy 2:5); and

WHEREAS, God has made humans moral agents who are free to come to him by faith without coercion. For this reason, Southern Baptists advocate for religious freedom, a vital component to fulfill the Great Commission (Matthew 28:19-20); and

WHEREAS, Advocating for religious liberty is a hallmark of Southern Baptist belief and practice and applies equally to all peoples, in all places, at all times, with our current confession stating that “God alone is Lord of the conscience, and He has left it free from the doctrines and commandments of men which are contrary to His Word or not contained in it” (Baptist Faith and Message 2000, Article XVII); and

WHEREAS, Many of our brothers and sisters around the world live in fear for their lives and livelihood as a result of professing Christ and practicing their faith in nations which are led by leaders who deny religious liberty and freedom of worship, and these brothers and sisters experience persecution for their religious convictions at the hands of the governments and ruling authorities of their homelands; and

WHEREAS, Christians lament the plight of our brothers and sisters globally who experience religious persecution, because Scripture commands us to “weep with those who weep” (Romans 12:15) and that “if one member suffers, all the members suffer with it” (1 Corinthians 12:26); now, therefore, be it

RESOLVED, That the messengers to the Southern Baptist Convention Annual Meeting in Dallas, Texas, June 10-11, 2025, affirm that God has endowed every human being with the freedom of conscience and with the corresponding freedom to practice their religious convictions without undue interference from civil power (Baptist Faith and Message 2000, Article XVII); and be it further

RESOLVED, We affirm that religious freedom is a human right given by God for all humanity to steward, and aids our work in fulfilling the Great Commission; and be it further

RESOLVED, We express support and solidarity with our brothers and sisters experiencing persecution worldwide; and be it further

RESOLVED, We urge the United States government to continue its efforts to advance religious freedom globally through its congressional and diplomatic bodies, in accordance with relevant statutes, including the International Religious Freedom Act and the Frank R. Wolf International Religious Freedom Act; and be it further

RESOLVED, We implore Southern Baptist pastors, churches, state conventions, and entities to, whenever possible and appropriate, speak up for our brothers and sisters being persecuted at the hands of wicked governments; and be it finally RESOLVED, We likewise implore Southern Baptist pastors, churches, state conventions, and entities, in keeping with our confession to “work with all men of good will” (Baptist Faith and Message 2000, Article XV), to, whenever possible and appropriate, work with the United States government and other groups to advance religious freedom among their respective spheres of influence.

WHEREAS, Scripture teaches that all human life is sacred, created in the image of God from the moment of conception (Genesis 1:26-28; Psalm 139:13-16; Jeremiah 1:5; Luke 1:41), and that God’s people are called to protect the innocent and speak for those who cannot speak for themselves (Proverbs 31:8-9); and

WHEREAS, The Southern Baptist Convention has consistently affirmed the dignity and sanctity of preborn life and opposed all forms of abortion, including chemical abortion; and

WHEREAS, We give thanks to God for the United States Supreme Court decision in Dobbs v. Jackson Women’s Health Organization, which overturned Roe v. Wade, ending the federal guarantee of abortion access; and

WHEREAS, Despite this legal victory, abortion tragically persists due to the rising prevalence and promotion of chemical abortion, particularly through the drug regimen of mifepristone and misoprostol, which now accounts for approximately two-thirds of all abortions; and

WHEREAS, Mifepristone works by blocking the hormone progesterone, depriving the developing baby of necessary nourishment, followed by misoprostol, which induces contractions to expel the deceased child, resulting in both the death of the child and often significant physical, emotional, and spiritual harm to the mother; and

WHEREAS, Women are often denied full, truthful, and compassionate information about chemical abortion, which is increasingly administered through impersonal and unsafe means like telehealth and mail-order services—methods that can easily be misused or abused—while shield laws in some states enable the mailing of these drugs into states with abortion restrictions, undermining both the rule of law and the protection of unborn life; and

WHEREAS, A 2025 study by the Ethics and Public Policy Center found that serious adverse events—such as hemorrhaging, sepsis, infection, and emergency surgery—occurred in a significantly higher percentage of women who underwent mifepristone abortions than the rates previously reported by the Food and Drug Administration, revealing that the actual risks far exceed what is stated on the drug’s label; and

WHEREAS, These outcomes have been exacerbated by the weakening of the Food and Drug Administration’s safeguards—including the removal of in-person physician oversight and mandatory adverse event reporting—endangering women and reducing public accountability; and

WHEREAS, The original approval process for mifepristone wrongly labeled pregnancy as a “serious or life-threatening illness,” thus treating a natural and healthy condition as a pathology and undermining the dignity of both mother and child; and

WHEREAS, Christ calls his church to defend both mother and child and to advocate for a culture of life marked by truth, compassion, and care; now, therefore, be it

RESOLVED, That the messengers to the Southern Baptist Convention meeting in Dallas, Texas, June 10-11, 2025, reaffirm the immeasurable value of every human life, both born and preborn; and be it further

RESOLVED, That we grieve the continued destruction of preborn lives through chemical abortion and condemn the exploitation of women by an abortion industry increasingly reliant on dangerous drugs and deceptive practices; and be it further

RESOLVED, That we call upon the Food and Drug Administration to immediately revoke its approval of mifepristone, restore all previously removed safety protocols, and reevaluate chemical abortion drugs using real-world data; and be it further

RESOLVED, That we urge the United States Congress and state legislatures to pass laws banning the manufacture, sale, and distribution of chemical abortion drugs, to enforce the Comstock Act prohibiting the mailing of abortion pills, and to hold accountable pharmaceutical companies and medical providers complicit in these harms; and be it further

RESOLVED, That we encourage pastors, churches, and ministries to speak the truth about abortion, to equip their congregations to care for women in crisis with compassion and practical support, and to proclaim the healing hope of the gospel; and be it further

RESOLVED, That we call on those considering chemical abortion to pursue alternative solutions which protect and promote life; and be it further

RESOLVED, That we commit ourselves to fostering a culture of life through the tangible support of pregnancy resource centers, adoption efforts, maternal health care, and compassionate ministry to post-abortive women; and be it finally

RESOLVED, That we commit to pray and labor for the abolition of all forms of abortion by granting to preborn human beings equal protection under the Constitution, and to seek the establishment of a society that cherishes and defends every human life from conception to natural death.

WHEREAS, God created the world with order, meaning, and purpose, revealing through both Scripture and creation enduring truths about human life, marriage, sexuality, and the family (Genesis 1:26-28, 2:24); and

WHEREAS, God made every person in his image as either male or female in accord with his good design for humanity, equal in worth but different by design, and this difference is not accidental or arbitrary (Genesis 1:27); and

WHEREAS, Marriage is a lifelong covenant between one man and one woman, designed by God for love, faithfulness, the raising of children, and as a picture of Christ’s love for the church (Ephesians 5:31-33); and

WHEREAS, Human life is sacred at every stage—from conception to natural death—because all people bear the image of God and law should grant equal protection for each stage of human development (Psalm 139:13-16); and

WHEREAS, God has ordained the family as the foundational institution of human society, prior to the state, with a divine mandate to “be fruitful and multiply” (Genesis 1:28), and entrusted parents with the primary responsibility of raising, educating, and discipling their children (Deuteronomy 6:6-7; Ephesians 6:4); and

WHEREAS, These truths about the created order are not only Christian convictions but also universal truths that are essential for a healthy, just, and free society; and

WHEREAS, Law is not meant to create moral truth but to recognize and uphold it, and lawmakers are accountable to God for the policies they promote and have a God-given duty to legislate in ways that honor the truth of creation and protect the common good (Romans 13:1-7); and

WHEREAS, Our culture is increasingly rejecting and distorting these truths by redefining marriage, pursuing willful childlessness which contributes to a declining fertility rate, ignoring and suppressing the biological differences between male and female, encouraging gender confusion, undermining parental rights, and denying the value and dignity of children; and

WHEREAS, Commercial surrogacy often treats children as products and women as a means to an end, and may entail the destruction of embryonic life, violating the dignity of human life and distorting God’s design for procreation within marriage; and

WHEREAS, Christians are called to grieve with and support couples who struggle with infertility and to uphold moral and compassionate paths to parenthood that protect human dignity; and

WHEREAS, The normalization of transgender ideology—especially the participation of biological males and females in opposite gender sports and the medical transition of minors—represents a rebellion against God’s design for male and female, inflicts unjust harm on children, men, and women, employs coercive language control, and undermines fairness, safety, and truth; and

WHEREAS, Free speech is increasingly threatened by policies that compel individuals to speak against their conscience, especially on matters of sex and identity; and

WHEREAS, Parents are being pushed out of essential decisions about their children’s health, education, and identity, in violation of their God-given rights and responsibilities; and

WHEREAS, Legal rulings like Obergefell v. Hodges and policies that deny the biological reality of male and female are legal fictions, undermine the truth of God’s design, and lead to social confusion and injustice; and

WHEREAS, Planned Parenthood remains a leading provider of abortion, undermines parental rights, and promotes harmful ideas about sex and the family, all while receiving taxpayer funds; now, therefore, be it

RESOLVED, That the messengers to the Southern Baptist Convention, meeting in Dallas, Texas, June 10-11, 2025, affirm the goodness and truth of God’s creation order and declare that it is vital for the health of our culture, the justice of our laws, and the well-being of future generations; and be it further

RESOLVED, That we affirm the duty of lawmakers to pass laws that reflect the truth of creation and natural law—about marriage, sex, human life, and family—and to oppose any law that denies or undermines what God has made plain through nature and Scripture; and be it further

RESOLVED, That we call for the overturning of laws and court rulings, including Obergefell v. Hodges, that defy God’s design for marriage and family; and be it further

RESOLVED, That we call for laws that affirm marriage between one man and one woman, recognize the biological reality of male and female, protect children’s innocence against sexual predation, affirm and strengthen parental rights in education and healthcare, incentivize family formation in life-affirming ways, and ensure safety and fairness in athletic competition; and be it further

RESOLVED, That we oppose any law or policy that compels people to speak falsehoods about sex and gender, and we defend the right of every person to speak the truth without fear or coercion; and be it further

RESOLVED, That we call on Southern Baptists to love all their neighbors in accordance with their God-given dignity as image bearers and to advocate for the government to restrain actions inconsistent with the dignity and value of every human being, including commercial surrogacy; and be it further

RESOLVED, That we call on Christians to celebrate and embrace marriage and childbearing—seeing children as blessings rather than burdens (Psalm 127:3-5)—and the privilege of raising the next generation; and be it further

RESOLVED, That we call for renewed moral clarity in public discourse regarding the crisis of declining fertility and for policies that support the bearing and raising of children within intact, married families; and be it further

RESOLVED, That we encourage and extend compassion to individuals who find themselves in situations of familial loss or breakdown and are seeking to honor the Lord in their parenting; and be it further

RESOLVED, That we call for the complete and permanent defunding of Planned Parenthood and for public funds to be directed to life-affirming healthcare providers; and be it further

RESOLVED, That we urge all Southern Baptists to advocate in the public square for laws and policies that reflect the moral order revealed in Scripture and nature, and to bear witness to the gospel of Jesus Christ, which alone restores broken lives, redeems sin, and brings eternal hope; and be it further

RESOLVED, That we encourage churches to disciple their members in a biblical view of marriage, sexuality, parenting, and the sanctity of life; and be it finally RESOLVED, That we commit to speaking the truth about God’s design with conviction and compassion, trusting that his ways lead to human flourishing, and praying that our nation’s laws and culture would once again reflect the beauty of the world as God created it.

WHEREAS, Scripture teaches that God created human sexuality to be enjoyed exclusively within the lifelong covenant of marriage between one man and one woman (Genesis 2:24; Matthew 19:4-6) and commands his people to “flee sexual immorality” and to glorify him with their bodies (1 Corinthians 6:18-20; 1 Thessalonians 4:3-5); and

WHEREAS, Jesus warned that lustful intent itself is adultery of the heart (Matthew 5:27-28), obligating Christians to guard both mind and body (Job 31:1; Romans 12:1-2); and

WHEREAS, The Baptist Faith and Message states that “Christians should oppose … all forms of sexual immorality, including adultery, homosexuality, and pornography” (Article XV), and the Southern Baptist Convention has repeatedly decried pornography’s evil; and

WHEREAS, Contemporary research affirms that habitual pornography use fosters addiction, induces negative physiological effects, contributes to aggression and relational breakdown, and often serves as a gateway to escalating sexual perversions; and

WHEREAS, Pornography not only debases its consumers but also objectifies those it depicts, many of whom are coerced, trafficked, or economically exploited, thereby dishonoring those made in the image of God; and

WHEREAS, Civil government is ordained by God to restrain evil and to promote that which is good (Romans 13:1-7; 1 Peter 2:13-14), and long-standing obscenity statutes demonstrate the state’s rightful authority to prohibit material that is destructive to public morals; now, therefore, be it

RESOLVED, That the messengers to the Southern Baptist Convention meeting in Dallas, Texas, June 10-11, 2025, denounce pornography in every form as a distortion of God’s gift of sexuality to humanity; and be it further

RESOLVED, That we reaffirm our Convention’s past condemnations of pornography and maintain that all production, distribution, and consumption of pornographic material is sin against God, neighbor, and self; and be it further

RESOLVED, That we call upon pastors, churches, and denominational entities to proclaim the liberating power of the gospel of Jesus Christ, to provide robust discipleship and accountability structures, and to offer compassionate, Christian care for those ensnared by pornography; and be it further

RESOLVED, That we exhort parents and guardians to cultivate homes of holiness by employing wisdom, technological safeguards, and candid instruction to protect children from exposure to sexualized media and curb temptation; and be it further

RESOLVED, That we urge the United States Congress and state legislatures to enact comprehensive laws that ban the creation, publication, hosting, and distribution of pornographic content in all media and to provide rigorous enforcement mechanisms—including age-verification and civil liability—in the ultimate effort to eradicate pornography nationwide; and be it further

RESOLVED, That we commend the recent passage of the Take It Down Act and celebrate it as model legislation that aims to protect individuals from the corrosive evils of pornography; and be it further

RESOLVED, That we appeal to governors, attorneys general, and local officials to employ every constitutional means presently available to enforce existing obscenity laws and community-standards ordinances, and to ensure that the dignity of individuals and families is protected from this insidious material; and be it further

RESOLVED, That we call on governing officials to take proactive measures to anticipate the effects of AI-generated pornography in order to protect individuals and the public from its harms; and be it further

RESOLVED, That we commend and partner with ministries, counselors, and organizations laboring to rescue and restore those harmed by the pornography industry and by sex trafficking; and be it further

RESOLVED, That we urge believers to advocate for those harmed through sexual exploitation by committing themselves to steadfast prayer, pleading with God to restore broken lives and lead our nation to repentance for its involvement in the creation, distribution, and consumption of pornography; and be it finally RESOLVED, That we joyfully affirm God’s good and perfect design for human sexuality within the confines of covenant marriage between one man and one woman, and we pledge to teach, model, and steadfastly defend this biblical standard in our churches, homes, and public witness as we pursue a permanent end to pornography.

WHEREAS, The Southern Baptist Convention has a long-standing history of opposing gambling in its various forms and recognizes its destructive potential; and

WHEREAS, Sports betting continues to advance and integrate itself into modern athletics at both the professional and collegiate levels; and

RESOLVED, That we express our deep concern regarding its detrimental impact on individuals, families, and communities; and be it further

In 2020, Josh and Beth planted Refuge Church in the Jacksonville community of Ortega, an area that previously lacked gospel-preaching churches.

The Glymph’s journey began when Josh felt a restlessness and call from God while serving at Fruit Cove Baptist Church in Jacksonville. Fruit Cove’s leadership saw a need for a gospel-proclaiming church in the diverse neighborhood of Ortega, which includes hipsters, military families, wealthy individuals, and lower socioeconomic areas. Fruit Cove Baptist sent the Glymphs to plant a church there.

The Glymph family includes three adopted children and two biological ones. The family’s unique background has given them a deep commitment to adoptive and foster families in their community. One of the first things the Glymphs did after launching Refuge Church was start a ministry called Seek Refuge, which provides diapers, car seats, baby toys, and date night childcare for fostering and adoptive families.

Through our church’s support for the Cooperative Program, we’re helping churches like Refuge Church serve their neighbors as they tell them about the love of Jesus.

Pray that God will continue to strengthen the Glymphs in their gospel work.

IMB missionary Ruby Ng knows firsthand the experience of being a refugee. As a child, the Vietnam War devastated her homeland, forcing her to flee at eighteen. She escaped by boat and spent two years in a refugee camp, where she was introduced to Jesus by missionaries who were also fleeing Vietnam.

Ruby left the camp as a new follower of Christ and relocated to Fort Worth, Texas, where she joined a church led by a young Vietnamese seminary student named Peter. Three years later, Ruby and Peter were married

Now, with over 25 years of service as IMB missionaries in Taiwan, the couple focuses on reaching Vietnamese immigrants, particularly women. Many of these women left Vietnam at a young age, seeking better opportunities, but often find themselves in difficult circumstances. The Ngs’ church plant has become a refuge for many of these women.

“I thank God for just being here,” Ruby shared. “We are grateful for His faithfulness and for all the Southern Baptists who give, pray, and support us. The journey isn’t always easy, but we are very thankful.”   (Names changed for security.)

When our church gives through the Cooperative Program (CP), we support Peter and Ruby Ng and other IMB missionaries as they boldly take the gospel to the nations.

Pray for Peter and Ruby as they share the good news of Jesus with Vietnamese immigrants in Taiwan.
